How to calculate circle rate in Himachal Pradesh.

Why Circle Rate is important in Land buying and selling transaction process.

When we start to think or ready to buy or sell the land and property , one of the important term use to come in our mind and also add in our vocabulary that is “Circle Rate” . Because according to this we have to pay stamp duty and fee and also manage to calculate our expenes in property and land buying process. This is an important term for BUYER who is willing to buy Land.

Authority Competent to notify Circle Rates – The Sub-Divisional Officer (Civil) shall be competent to notify Circle rates of land for each revenue estate/sub-estate in their respective jurisdiction. Such rates shall be fixed and notified for each and every financial year, on the basis of information supplied by the Tehsildars/Naib Tehsildars. The Tehsildars/Naib Tehsildars will generate the information on the basis of deeds executed/available in their respective offices.

Read and understand the Circle Rate List column wise

Select Concerned revenue village

First of all , select the concerned revenue village where the selling and buying process would be occured. For example , as we have selected Sr. No. 2 , Village – Aweri of Tehsil Baijnath Distt. Kangra (Himachal Pradesh ).

Check the unit for Calculation

In Himachal Pradesh mainly two kind of units prefer to calculate circle rate for per Kanal or Per Bigha. Check Rakba Ekai Column in Jamabandi , which land measurement unit written on this Hectare – Are – Centare or Bigha – Biswa – Biswansi.

Hectare – Are – Centare .

Bigha – Biswa – Biswansi

Column No. 3 , Per Unit.

Where Bigha – Biswa – Biswansi would be marked in Jamabandi , Per unit will be appear BISWA in Circle Rate list .

Where Hectare – Are – Centare would be marked in Jamabandi , Per unit will be appear Centare in Circle Rate List.

Column number 4 and 5 ( Category I and Category II )

Classification of land for valuation:

There will be two categories of land depending upon its location from any road in the Revenue Estate/Sub/Estate, as follows:-
(i) Land, within the distance upto 100 Mtrs. from any road in the Revenue Estate/Sub-Estate;
(ii) Land, situated beyond 100 meters from any road in the Revenue Estate/Sub-Estate.

Categories of Roads

The roads in any Revenue Estate/Sub-Estate may becategorised as;-
(i) National Highway,
(ii) State Highway and
(iii) Other Roads.

Concerned Patwari / Rural Revenue Officer issued distance certificate or mark the distance from concerned road in Jambandi with red pen.

Calculation of Circle Rate .

We have to take the concerned figure according to distance from road as per marked by the Patwari in Jamabandi . for example as we have perfered Village Aweri , and within 100 meters from National Highway Road , rate per centare ( per sq. meter ) rupees 1418/-.

We took the example of Village Awari – 1418 rupees per centare X 384 sequre meters ( 1 Kanal Land ) = Rupees 544512 Lakh Per Kanal govt rate and according to this buyer has to stamp duty and registratition fee.
