The agriculturist certificate is a very important term in Himachal Pradesh specially when someone is going to buy the land in Himachal Pradesh. If anyone who is living in Himachal Pradesh since the formation of the state but doesn’t possess or cultivate agricultural land. In this case he or she isn’t entitled to get an agriculturist certificate or in simple language he or she cannot directly buy land in Himachal Pradesh.In this case agriculturist certificate is the most important and powerful instrument to buy land in Himachal Pradesh.
Who can apply
The expression “agriculturist” has been defined under sub-section (2) of section 2 of the Himachal Pradesh Tenancy and Land Reforms Act, 1972 as under:-
“Agriculturist” means a person who cultivates land personally in an estate situated in Himachal Pradesh.”
This definition has further been elaborated under sub-section (4) and (5) of this section which are also reproduced hereunder:-
“to cultivate personally” with its grammatical and cognate expression means-
(i) by one’s own account;
(ii) by one’s own labour.
(iii) by the labour of any member of one’s family;
(iv) under the personal supervision of one self or any member of one’s family, by hired labour or by servants on wages payable in cash.
(v) “Family” means husband, his wife and their children including step or adopted children and include his parents, grandparents, brothers and un-married, widowed and divorced sisters.
Step by step process to obtain agriculturist certificate
1. Buy or print out below given Form
2. Verified by concerned Patwari
Approach Local Patwar khana to verify and report the land of your parents or ancestral in this form.
3. Approach Local Lok Mitra Kendra ( लोक मित्र केंद्र ).
In Himachal Pradesh government has approved Lok Mitra Kendra for submission of govt departments form and related tasks. You have to approach Lok Mitra Kendra or CSC for convenience.They will apply on behalf of your.
4. Provide below written document to Lok Mitra Kendra ( लोक मित्र केंद्र ).
A. Form verified by concerned Patwari.
B. Adhar Card
C. Passport size photo
5. Get acknowledgement for filling application for agriculturist certificate
Processing Time
Two to three working days , if any objection will not be raised by concerned Tehsil.
